Anything capable of serving text/plain will work. The format/spec can be found at https://twtxt.readthedocs.org -- We also have developed extensions to the spec at https://dev.twtxt.net -- But if you just want to add a feed to your site, just drop a twtxt.txt file and serve that up somewhere.
