1988年，当时由于决策层有价格放开闯关的意图，先期的名烟名酒价格上调构成强烈信号，导致物品抢购潮，物价大幅上涨，当年上涨21.5%，大概在10月份，就对经济采取了治理整顿的措施，直至1991年。GDP的增幅，按年份，由11.3%，降至4.1%，到90年时，只有3.8%了。
这一期间，出现过众所周知的敏感事件，并引发了对改革开放的争论，市场化的进程面临中断的危险。
1992年初，小平南巡讲话，提出不搞改革开放，只有死路一条，提出经济发展得快一点。这个讲话，对促进改革开放起了决定性的积极作用。
