"A coalition of determined open-source software (OSS) advocates and a handful of technology experts working in the European Commission set out in 2004 to end Microsoft's monopoly. Drawing on the Multiple Streams Framework, the article explains the European Commission’s decision to promote OSS and open standards in 2004, and its puzzling decision to reverse course just a few years later, in 2010, despite its unchanged rhetoric about the benefits of openness. Ouve-se agora o #PSD a dizer que agora ganhou e que se espera responsabilidade dos outros sob a forma de aprovarem um programa de governo. Do PS ouve-se algo semelhante: que no cenário actual eles não têm hipótese senão viabilizar um governo minoritário de Montenegro.
Mas eu discordo: minorias levam a negociações, e #PS tem poder negocial. Deve usá-lo, com responsabilidade: fazer depender uma aprovação do programa de governo e viabilizar um governo liderado por Montenegro durante um ano da existência de um compromisso escrito da parte do PSD de que eles não viabilizarão nenhuma reforma constitucional durante esta legislatura.
